Происходит ли это даже с первой учетной записью, которую вы создаете и входите в систему? Использование настольного клиента Jabber? Происходит ли это, когда к ejabberd подключается всего несколько пользователей или когда одновременно много пользователей?

Вы не указали, при каких обстоятельствах появляется эта ошибка, и если все работает правильно в других случаях.
