Используемые вами версии настолько старые, что даже команда обновления не работает. Вы не должны использовать Python 2.7, поскольку он не имеет поддержки (включая исправления безопасности).

Новая команда для обновления pip выглядит следующим образом:

 sudo python -m pip install --upgrade pip
  

Если это все еще не решает проблему, я рекомендую установить более новый Python 3, еще лучше было бы использовать последнюю версию Ubuntu LTS.
